High alert India foils terror attack, one IS man arrested

The Indian capital and Uttar Pradesh have been put on high alert as New Delhi Police foiled a possible terror attack in the crowded city with the arrest of an IS operative who was armed with explosives and a weapon, security sources said Saturday.  

Police on Friday seized two pressure cooker Improvised Explosive Devices, which the 36-year-old man was planning to attack heavy footfall areas in Delhi.
He was also awaiting instructions on executing a Fidayeen attack, according to the Delhi Police special cell.  
Police said that the two IEDs have been defused. The IEDS were “fully ready” and only needed a timer to be activated   A high alert has been declared in Delhi and neighbouring Uttar Pradesh and the accused has been remanded to custody of the special cell of Delhi Police for eight days.
The 36 year old accused with multiple identities was arrested on Friday night following a brief exchange of fire at a section of the Ridge road between Dhaula Kuan and Karol Bagh in the capital.  
The accused identified as Mohammad Mustakeem Khan alias Yosuf alias Abu Yusuf alias Yusuf, had been connected with IS for many years and was reporting directly to handlers in Syria. He was riding a motor cycle with Uttar Pradesh number plate when he was intercepted and arrested.  
At a briefing in Police Headquarters today, Deputy Commissioner of Police, Special Cell, Mr Pramod Singh Khushwaha said that Mustakeem Khan had been under watch for a year and they believe that he was carrying out a recki of the places in Delhi as he planned a “lone wolf attack.”  
Abu Yusuf told the police that he had already tested similar explosive devices near a burial ground in his village in Balrampur in Uttar Pradesh. He was planning a terror strike in Delhi on India’s Independence Day on August 15 but chose to come later due to heavy security cover.  
Believing security has been relaxed after the 15 August he entered the city to carry out the attack.   Mr Khushwaha said that Mustakeem Khan was in direct touch with his ISIS commanders. The DCP Special Cell said,“ Earlier, he was being handled by Yusif Alhindi who was killed in Syria.
Later, Abu Huzafa, a Pakistani was handling him. Huzafa was also later killed in a drone strike in Afghanistan. Abu Yusuf had plans to go for hijrat in Khurasan, Afghanistan along with his family. He carried a passports prepared for his wife and four children on the instructions of Aby Huzafa ak Bakistani, but this plan was shelved after Huzafa was killed.   Khan was being given logistical support by his associates and police is conducting search operations at several locations to net them.   Earlier this week, Abdur Rahman, a 28-year-old ophthalmologist working in Bengaluru in the southern state of Karnataka was arrested by the anti-terror National Investigation Agency.   Rahman was reportedly working on a medical app for helping injured ISIS cadres and a weaponry related app for ISIS fighters.   He was arrested in connection with the Islamic State Khorasan Province Case being investigated by NIA   newsnextbd/tn/nq/ni
